Kelly Rauscher is a Dispute Resolution Specialist for CADRE. Kelly began her career in Illinois working with families and youth who were in need of crisis intervention and placement stabilization services. In 1998, she became a substance abuse prevention specialist and then a Drug-Free Community Support Program Manager. During this time, she taught life skills and conflict resolution classes, and facilitated youths' development of social and emotional competencies and leadership skills. In addition to working directly with students, Kelly provided consultation to school administrators, trained staff, and collaborated with district/school personnel on county-wide substance abuse prevention efforts. As a Drug-Free Community Support Manager, Kelly chaired a coalition committee and guided the strategic planning, implementation, and evaluation of their efforts.
From 2007-2015, Kelly Rauscher worked at the Illinois State Board of Education (ISBE), Special Education Division as a Principal Consultant. At ISBE, Kelly led or was a key contributor in the development and implementation of several systems, including an IEP Facilitation System, Comprehensive System of Learning Supports, and Family Engagement System. Kelly also was the Parent Involvement (Indicator 8) team leader and oversaw related improvement activities and survey administration. Kelly has facilitated a number of trainings and learning communities on home-school partnerships.
