Henry Millward

Henry Millward works as a Complaints Specialist with the Virginia Department of Education, where he provides guidance and technical assistance to local school divisions and the public with regards to compliance issues related to state and federal special education laws and regulations. Previously he worked as Special Education teacher and Principal. He has extensive experience in researching state and federal special education laws and regulations and reviewing case law related to special education implementation.
