Andrea R. Kunkel earned her bachelor of arts and juris doctorate degrees from the University of Tulsa. She is currently completing a master's degree in special education at Oklahoma State University- Tulsa. Ms. Kunkel worked for 24 years as an attorney at Rosenstein, Fist & Ringold, where she practiced special education and education law on behalf of Oklahoma public schools. During that time, she handled hundreds of special education due process cases, advised schools and school personnel about their legal responsibilities under the IDEA, Section 504, and Title II of the ADA, and served as legal advisor to the Oklahoma Directors of Special Services (ODSS) group. As of July 1, 2011, Ms. Kunkel became the staff attorney for CCOSA, the Cooperative Council of Oklahoma School Administrators, where she advises and trains school administrators concerning special education and education law issues and serves as the liaison to the ODSS group.
