Successful facilitation programs have in common strong organizational structures and well-considered systems in place. The leadership, both internal to the agency and external to stakeholders, is key to the program’s success. Additionally, including stakeholders in the initial planning and ongoing improvement efforts provides programs with necessary feedback and direction. Consideration for what data will be collected and how it will be tracked is important for ascertaining benchmarks, measuring growth, and determining areas for continued improvement activities. Additionally, while there is evidence that states with strong facilitation programs find a corresponding decrease in more expensive dispute resolution processes, dedicated resources must be allocated to ensure a functioning program. Finally, the establishment of policies and procedures, easily understood and readily available to staff and stakeholders, provides structure and continuity for successful programs.
